Yes it should return to on when you release the key. Maybe you need a new switch or train yourself to always return it to on after using the glow plug - which is not a true 'glow plug'.

The 3400 originally had a key switch with the "off" position in the middle, and you turned it one click to the left to activate the therm-o-start. You leave it there for 30 seconds or so and then you turn it farther to the left against the spring and hold it there to start it. Once it starts you release the key and it should spring back to the off position. At that point, if you want the gauges and warning lights to work you turn it one click to the right to the run position. Most have had those original switches replaced with the newer style that has the therm-o-start position halfway between the run and start positions, to the right of off. With either style switch, if it keeps the therm-o-start circuit powered after you start it and release the key then you need a new key switch.
