I have some valve guides that don't measure close to spec. I am wondering back when todays modern tooling wasn't available, how did one press them out to be replaced?

IIRC, there wasn't anything there to be pushed out... the guides were cast iron, part of the heads.
When I rebuilt my Jubilee when I was in high school, we could either bore the guides and put in bronze inserts, bringing them back to standard size, or bore to +.003 and use valves with oversize stems. I went with the oversize stems, as I needed new valves anyway, and I consider cast iron to be better than bronze.
 
The guides press out and new pressed in. At one time were part of overhaul kit that Ford Tractor Operations sold. New valves and springs were in kit also with sleeves,pistons rings, gaskets. No bearing were provided.
