fenders 2000 3cyl

I am doing a little repaint on my 72 ford 2000 3cyl. The fenders are a puzzlement. RIght now they are the same white as the wheels. But where paint is peeling there is light ford gray underneath. When I sand down, I get another coat of white, but the bottom coat is gray (which may or may not be primer). Photos on the net aren't too clear as the gray and white look pretty much the same in a full sun photo. Thanks in advance.

Ford called it gloss gray, but it looks more like a off white
Fenders and wheels are the same color

My 72 2000 has blue rims and blue centers.

For 72 the rims should be gray and the centers blue
