3-point issue on Ford 3000

Hi all,
I have a Ford 3000 and the 3-point arms are slow to lift. Actually, I have to pull the lever up 1/2 way before a get any response from the arms. Any speculation what's happening here? The front-end loader still works fine.
 
I had a 1965 Ford 3000 several years ago. It had a gear driven hydraulic pump on the left side of the engine which was only for the 3 point arms in the back. Mine didn't have a loader on it so no front hydraulic pump. I'm sure yours has a front pump and a side engine pump

Whitch position is small lever in up or level with lift cover? It should be pointing up for position control. Also where is flow control knob setting at.

That's a piston pump, not a gear pump. The piston pump was standard on the 3 cylinder 2000 and 3000 for the 3 point hydraulics.

Did it used to work properly and this symptom jut started, or has it been this way since you have had the tractor?

Thanks for all the replies. The position lever was in the down position. It does make a little difference (smoother, doesn't continually jerk when up). The flow control knob is all the way in.
