Ford 4500 gas fuel issues

I tried to start my Ford 4500 gas backhoe and it wouldn't start. I checked for spark and that was good. I removed the spark plugs and they were covered with gas. I also noticed gas pouring out of the carb. I removed the Holley carb and cleaned it and put it back in and it is still the same. i blew into the carb fuel line to make sure the float was working. I bought a carb rebuild kit and changed out the parts and put the carb back in and it is still the same. Is it possible that the mechanical fuel pump has started supplying too much pressure ?
 
issue is fixed. I went ahead and bought a new mechanical fuel pump and put it on. this was not easy to get to. it is on the front of the engine beside the generator/alternator. It works fine now. I have never heard of a mechanical fuel pump going bad and supplying too much pressure.
