I have two issues cant seem to find answers. 1963 Ford 4000 4 cyl gas with SOS. 1. The tachometer is all over the place and when I increase to full throttle the needle goes to the 5 or 6 oclock position and does me no good as far as knowing what rpm Im running at. Is there a tach adjustment or is the tach generator need replaced? 2. No matter where Ive looked I cant find anything for an adjustment for the pto shaft. It turns when not engaged. It does not seem that theres enough power to turn the 3point mower, but it still turns all the time. Any suggestions would be appreciated. Thank you
 
Sounds like the tach is shot, and needs to be replaced. Getting a good replacement is hit and miss... I've had some die within a day or two, but some go 100's of hours and still work.
There is no PTO brake on a SOS-equipped tractor (except the 5000). Spinning when not engaged is common, especially when the oil is cold.
 

What FordFarmer said. Your PTO is normal, provided it does turn the mower when engaged. Your proofmeter is run off the back of the hydraulic pump and needs to be replaced . . . unless you can find some place that repairs them.
