Can I remove this lever?

This is the shift lever for a 69 Ford 4000. It rotates real bad. I noticed this pin is gone. I was going to try and weld it back if I can get it out. Looks like I can drill the ring out and it should come out. Any thoughts?

Remove knob and snap ring on top,comes out bottom . Has dowel pin in shifter.
