Ford 3400 power steering flush

I recently purchased a 3400 that is in kind of rough shape. It is my first tractor so everything is new to me... To start I am replacing the power steering cylinder as the stud on the tie rod end was snapped and the seal was blown. When removing the old cylinder the fluid was a "chocolate milk." I planned on doing all fluids and filters anyway so i began flushing with cylinder off. Now the fluid looks more of an aerated yellow if that makes sense. Should I continue flushing fluid or is this normal?
 
Dont quite get brown oil in system before repairs. If keeps being foamy and puking out when running then shut off. then after sets for while and is clear and low. pump needs resealed because sucking air
thru shaft seal.

Should I install the new filter and see if it subsides or keep flushing with old filter? Also I saw a pump seal kit for $12. Should I go ahead and change the seals while I am in there.

I only see 3 seals in the diagram. Is
there a better diagram for the rebuild I
can't find in my manual? The rebuild kits
I'm seeing listed have 8 or so O rings
along w other seals

Took care of the foam with the new filter!! But now that i have it all back together there is power steering fluid coiming out of the gear shifter. Any suggestions?
 

It's no possible for power steering fluid to weak out of the gear shifters
It can leak out the top of the column or from the base of the column were the power steering unit attaches, both cases would be a seal or o-ring leaking
