Ford 3000 brake linkage binding / not engaging

Ford 3000 brake linkage seems to bind up, the foot operation dosen't seem to create enough movement to activate the drum brakes.
Is this down to wear & tare with some kind of bushing or something ?

If the linkage is seized, you should be able to see that by noting that the linkage does not want to return when you take your foot off the brake pedal. More likely is that you have oil on your brake shoes which is preventing any actual effective braking from taking place.

Ive previously had the wheels & hubs off & they were fine with no oil contamination evident.
I have replaced the springs to enable the pedals to return to the top position after use & adjusted the brake rod to take up any slack in the system.
The brake bar that goes into the back plates only rotates about 5 degrees when the pedal is pressed?
