New Style Governor

I am rebuilding the engine in my 641 workmaster and went ahead and bought a new style governor to replace the old steel ball style.The problem is I do not understand how this will work.The old one fits snug on the crankshaft with minimal play from side to side and locks in to the splines on the crankshaft. The new style has all kinds of play on the crankshaft and does not lock into the splines at all.It just looks cheap and just handling the thing cause the front retainer clip to fall off.What am I missing here ?Wonder if I should use the old one and replace the balls.Thanks for any help you can throw my way.
 
Shawn W is right but, what retainer clip falls off? There is a snap ring on the back and one on the front holding the assembly together. All the manhandling in the world
should not let the governor assembly fall apart!

fall off while handling .I emailed the
yesterday's tractor who I bought it from
and they suggested this forum.I am
reluctant in putting this Indah made part
inside an engine that I have a lot of money
in.
 
It would appear that YT should exchange a faulty product for a workable one. I don't believe a 641 came new with a 6 ball governor. Probably been replaced by another owner. But if the ball type governor show's very little tracking, and the 6 new balls are still available, and in my opinion is a better governor then the roller on a ramp style, replace the6 balls
