working carb needed

My 961 won't run right. There's something strange with the carb and I want to swap or replace it. I've put a rebuild kit on it, and they are not complicated carbs, but for some reason, it will starve for fuel.

I have a new petcock, new metal line, new screen in the sediment bowl, cleaned and blew out all the passages, but I think one of the small holes in the bottom casting is clogged and won't pass air or fuel.

It's a 172 cu/in or 2.8L engine found on the 800,900, and 4000 series row crop from 40-62HP rating. If you have a carb to sell, or loan so I can test it, let me know.

I can get it to run barely with my hand over the intake choking the engine a lot. Some reason, the fuel isn't being drawn up into and atomized at the venturi.
 
Float level set correctly?
I've rebuilt a few Marvel-Schemblers successfully but the best rebuilt were the two I had done by Motec Engineering in Indiana. They are Minnie Moline folk but did a fine job on my carbs. Bolt on ready to run.

Yes, checked twice. It's right at 0.250". I have fuel in the float chambers when I open up the carb, so there's fuel in the carb, it's not getting sucked into the brass delivery tube and up into the venturi. I've cleaned it but I think one of those tiny emulsion passages is still clogged. I blow air through it, but it still won't run right. I'll take it apart again, and maybe try to run a long wire down there.
 
OK, no longer needed. I found my problem. It was the inner emulsion passage clogged. I finally got a piece of safety wire the right size, and poked around and cleared it out. Runs great now.
