As Hacke said it is for a hand brake.
It was a small disc brake that locked up the pinion shaft in the rear end.
They were quite common (maybe mandatory?)on the European built Fords of that era. Almost never added to the US built Fords. I had one on a British built Ford 4000.
Nice feature but mine was damaged, did not work and parts were prohibitively expensive to repair it.
I removed the whole unit as it allowed a LOT of rain water to enter the rear end.
Replaced it with the typical 4 bolt round cover that you see on most US built Fords.
Photo is of the 4 bolt round cover.

Transmission handbrake was not mandatory in Europe, but in some countries a tractor needed to have a reliable emergency brake when it was used in road traffic.

The difference between this brake and the handbrake (parking brake) on the right side, which was common in Europe, is that the transmission is locked so the rear wheels are braked (is that a word?) simultaneously and with equal force, while the other type is acting on the brake pedals.

The pedals/wheel brakes system is seldom calibrated to give the same effect on both wheels, which can lead to a sudden and uncontrolled turn in higher speeds, and accidents.
