Power adjust rims

Someone please explain real slowly and in the simplest way possible why my rims keep popping and snapping. Terrifying on the slightest bit of a hill. All 4 clamps fit tight in on the rim, zero play. No wear on the center , and the grooves they spin in look the same width. Some suggestions are to build up the clamps with weld, but they sit tight in there spots. To the point of getting rid of these rims. Ideas? Help? Suggestions? Thanks
 
Clamps are not tight enough and/or wheel center is not centered in wheel.

Clamps must be VERY tight.

If bolts/nuts have calcium damage they may not tighten enough before stripping out. If such is the case they must be replaced.

Dean, tightened them with 4 ft pipe- cheater bar. Nuts and bolts are nice and clean. I will check the wheel center, I bet it's not centered. Should I tighten it down in any sequence? Tractor jacked up? Started doing this when I swapped bolts out on one side. Those were not the correct fine thread. The other side disk was swapped because it had deep grooves in it where it tightened down in the rails. That side it actually better, but still will pop occasionally.
 
Alternate side to side and tighten in 2 or 3 stages while checking centering of disc.

Jacking one wheel off the ground to relieve the weight while tightening my help to get them tighter than you can when the weight of the tractor is on the wheel.

If the tires are filled with liquid ballast I wouldn't recommend it. If not, you could give it a try, but I don't know if that is needed.
 
If the clamps are worn enough they will be flat against the wheel center & not angled against the rim. Then no amount of tightening will help!

This right here. If you've tightened the nuts with a 4' cheater bar, the clamps lay flat on the center, and the rims still pop (which sounds worse than it is), then the clamps need some work.
