Dual clutch not releasing for pto

Just bought a early (64) 4000 with dual clutch. Clutch is adjusted with the pedal up very high and still pto does not release. I am fixing to mow hay and hope it is just stuck from not being used. What else would cause it not to release?
 
Pedal height is relative! Can you feel the PTO stage on the clutch pedal? If so it probably is stuck. Go the field and put the PTO in gear with the engine off. Start it in gear and load the mower as best you can and step on the clutch pedal and see if momentum or load will unstick it!
 
I have no doub't broken levers on the pressure plate could cause that but what would have broken them? I mowed with a disc mower for several hours and if its just stuck, its stuck good. Tractor finally vapor locked, at least I think thats what happened, will let it cool off and try again. I think the gas line routing on that model could be part ofthe problem.
 
I've seen multiple cases where a clutch with a lot of use had the pin pivot holes in the levers wear completely through. If you had a flexible borescope, you could pull the starter out and have a look see.
