Ford 600 bell housing

Hopefully the picture that I'm attaching here will be visible. My Ford 600 is split as I work on it....When I look in the bell housing, there is a glob of rtv at the top. Is this normal? Was there some kind of vent present? I have not removed it yet but it seems like it wiggles so I expect it to come out. This a hole to the transmission?

Should I clean it and re-rtv? If yes, what sealant is recommended?

Supposed to be a welch plug/ flat freeze plug in there. They fall out for some reason then trans oil leaks into clutch hsg. I have 4 speed trans setting on pallet and the plug is gone.
 
THanks. The trans is still attached, so anything I do will have to be inside the bell housing. I just don't want to get brake fluid in my trans if that plug is out and I'm trying to clean that area. I'll give it a try.

Brake cleaner, not brake fluid. Brake cleaner will evaporate.

Yes, brake cleaner. I typed brake fluid by mistake. Can I use an RTV like the "Grey Permatex" that I will use on a cork gasket? Just a big "glob" of it in that cleaned hole?
