Ford 2000 3cyl, gas, early model GOVERNOR Help!

I know this isn't exactly a new topic, but I haven't been able to find much info on this topic.
IS there any help for someone about to take the Governor cover off this tractor? I thought Youtoobe had a video for just about everything, but not this!
Mostly it seems simple enough,but I've got two main questons:
1. Will I have to take the Radiator off to get the Gov. out of there? If so, THAT'S gonna be a piece of work!

2. Does the OIL have to be drained first? I know there's an oil line to the distributor, but will oil pour out from the gov. housing?

OK, THREE questions:
3. The Governor spring - it looks strong, but doesn't have much pull to it when detached. Is that a small spring inside a big spring??? The part is obsolete, so I hope it's OK.
