I am working on a jubilee. The tractor was setting for many years, I drained all fluids, did an inflame on the engine, because 3 of the plugs were oily, when ever the tractor ran. Got the tractor running properly, the 3 point was working, I had some trouble with the hydraulic lift cover leaking oil. I finally got it left cover to stop leaking, but now the 3 point will not work in position control or in draft control. The arms just barely move. I have primed the pump and still no difference. Is this due to the hydraulic pump? Where should I start to look next. Thanks
 
Due the the fact that it was working then has stopped after you got the top cover leak fixed, I would pull the inspection plate and look up to see if perhaps the pressure tube isn't seated in the lift cylinder and look for leaks at the same time.
 
I would check for leaks as Jim has mentioned.
You can also plumb in a pressure gauge and check the pressure
produced by the pump. One place to do so easily is the top of the
lift cover. Just under your right thigh if you were seated on it.
