Is there a better solution for this?

The draft control lever has been cut off on my 69 4000 to clear the levers. Is there a better solution?

A WAG is, get hyd valve unit made for that tractor......or, if you don't do plowing requiring Draft control, it looks like solution is already implemented.
 
Cannot see what the other end of the lever is going
to hit, but heat the lever with a torch and bend it like
the LH lever, so it clears the draft control. Or, weld
a custom handle onto the remains of that stub and
make something that works without being tangled in
the hoses.
 
You can get ORB extensions that will move the hoses farther out from the valve body off fleabay. You just remove your hoses screw in the extensions and replace your hoses. The ones I bought move it out about 1 1/2. I think the thread size is 9/16-18.

I think his problem is not with the hoses, but with the mode control lever being interfered with by the lower of the two remote valve handles, so the previous owner cut off the mode control lever, and now he wants to replace the lever with one the original length, but the lower remote handle is still in the way.

Yes this is the issue. I have looked for another 2 valve but nut had much luck.
 

Do you use draft control very much
Mine's been cut off like that for 30 years but my hoses are not in the way, if I need draft control which is hardly ever I slide a wrench over that nub and flip it down or up as needed.
The issue I've had with the raised levers that are hard to find is they are close to the bottom of the seat and I've pinches my fingers a few times when the tractor hit a bump causing the seat to bounce while I'm operating the levers
