fuel not returning to tank Ford 3600

Was running fine teddering toaday, but difficult starting after lunch. Popped fuel cap off and noticed no fuel returning. Its usually a steady
drizzle.
Most likely culprit?
Filters recent.
 
In case anyone runs into this same issue:
Friend correctly suggested the thermostart was faulty and letting fuel into intake manifold.
Plugged the drip line and plugged that line, all is well.
 
Thanks Nashranch. Interestingly, I had replac d it last fall.
But unfortunately it appears that was not the problem. I only raked about a half an acre before it lost a little idle. Again I opened tank and no return again. Then lost power and quickly stalled out.
I'm going to change filter this morning, although there's low hrs on it, and there were no signs of it being filter IMO.
After sitting for a while it still would not start so I don't think it's debris in tank stem screen.
Someone else suggested pump? She has been a little slow on starting. But after I deleted thermostart she started great?!
 
It could be some sort of debris blocking the return line. Were there any old rubber hoses in use where the main return line and the Tee fitting for the thermostart came together? Try disconnecting the return line from the #2 injector and then blow backwards through the line from the fitting at the tank using a compressor with a rubber blower nozzle.
 

Check that the shut off lever is fully forward and is not loose on its shaft.

When you switched filter(s), did you place the upper seal in the filter head groove (#8) before attaching filter?

Decided to go back over the basics.
Starting at the shutoff valve. Took inlet pipe off filter bas and narely got a drip. Blew backwards into tank with air. Slight resistance and then whatever was clogging that pipe and screen let go, followed by a steady stream of fuel. Bled filter, injector pump, and injectors and she runs fine. New filter too, since I had one on hand.
I know this may happen again, and that I should drain tank and remove and clean or replace shutoff valve but I took a gamble.
I had run it pretty low before this issue, which I usually avoid.
