Ford 7600 steering column leak

I am working on a ford 7600 that started leaking out of what I assume is the weap hole on the column. I replaced the upper seal and put everything back together and it is still leaking just like before. I did put the seal in a little deeper so it is running on fresh metal. I am lost now as what to do next. Any ideas. Thanks in advance Jordan.
 
Assuming you installed the new seal correctly, I'm going to guess that you either have a plugged filter, which puts too much backpressure on the seal, or else you have a bearing going out which is allowing too much shaft movement. Start with the filter if you haven't changed it in a while.
 
I replaced the filter right after the seal. The fluid was black. It hasn't been serviced in no telling how long. Is it possible the relief valve could be stuck?
 
Relief valve won't have anything to do with your issue. I'd be more interested in knowing why your PS fluid is black. Unless you're dumping used engine oil into your PS pump, it sounds like something is coming apart somewhere.

The next time you pull the steering wheel and rear hood off, you may wish to go into that box a little deeper and take a look at the bearings. Caution: There's about 50-some odd ball bearings floating around in there - uncaged. Suggest you get a manual if you don't already have one.
 
I'm working on it for a friend and there's no telling when or if it has been serviced. I think I'll let someone a little more experienced working on it then. Thank you for the help.
