Pump Guys I need your thoughts

I have an 1801 series Ford manufactured forklift. 172 diesel. A while back I started it and all of a sudden rpm's would just start rising on their own. all the way to the govenor if not more. I'd bring the lever back about an inch and it'd slow back down to the shutoff point. This happened over and over at least 10 times before i got it parked and shut it off The lever wasn't moving on it's own because I was keeping my hand on it. It is about 10 inches tall and 8 inch throw is from idle to high speed. Got it parked and had other more pressing things that needed my attention. Yesterday I decided to pull it inside (been about six weeks) and pull the pump and look under the cover to see if i could see anything in the internal linkages that was obvious. Started it up and it ran perfect and throttle worked properly. Any ideas what it could be? Could the govenor ring breaking up cause this? Don't know what I could see when it's acting normal. Any ideas would be welcome.
