Ford 8000 pto pressures

Tested the pto circuit pressure on my tractor yesterday. With the pto off the pressure would sit at 160 and then jump to 200 and then jump back and forth between 160 and 200. With the pto on the gauge would jump down to 100 psi and stay there. That seems like a leak in the system to me, but the jumping between 160 and 200 confuses me a bit. Itll stay at 160 for a second or two and go to 200 for a second or two and keep switching like that.
 
does it have dual power?
I had to clean metal chips from item 10a in the diagram
Then the pressure was steady like it should be.

No dual power, but the old pump I replaced did wear itself down pretty damn good, there could be a chance that some metal chips got in there from that. I cant tell from the diagram there that little piece is, Im assuming inside the tractor?
 
10A is only used on tractors with Dual Power. So, if yours does not have that, then you have a simple 90 degree fitting, #10. Said fitting is indeed internal.

I don't have an immediate answer for the fluctuating pressures, however I can tell you that you have a massive internal leak in your PTO clutch circuit. You're looking at another tractor split I'm afraid.
 
Not what you want to hear but, time to pull apart and check all parts. Fiber and steel disc sealing rings everything. If it has been slipping then parts have overheated. Very easy to cut a seal during reassembly. Use plenty of lube and check with air pressure before reinstalling.
 
Sounds like a moderate leak in the clutch somewhere when PTO is engaged. The fluctuation I'd wager is due to a sticking reglating valve. How dirty is a the oil? Could be to in floaties in the oil causing the valve to hang up.
