Make sure the clevis pin in the clutch rod to pivot is in the rear hole. If later model with no second hole, I have had good luck with putting a brush cutter on the PTO, tying the clutch pedal right down, then let her tick over at low revs for a while.

In my clutch linkage, someone had replaced the 5/16 pins with
1/4 inch bolts. That was enough difference to make it not release.
Replacing the pins fixed it. They may be just worn that much.
Free and easy to check at least.
 

Sounds like the pedal is out of adjustment or there's a linkage issue.
Normally when pushing to pedal down by hand it will get harder to pull at the last 2-4" before the bottom of travel.
 
pins are good , take the throw rod off and the clutch arm out of the bellhousing only moves about 1to 1.25 inches
