I have changed fuel valves, both lever and screw styles, on 00 and 01 series Ford tractors many times without removing hood, tank, rocker arm cover, or anything else.

It helps if one has the proper tools and the fuel line is OEM.

All bets off if fuel line is cobbled up.

I can do mine that way too. I have a small hex bit ratchet that I use to remove philips head screws that hold valve into tank.

I have short length of rubber gas line out of the shutoff valve too, which gives me a little wiggle room.

The next time I work on the valve I will have allen head screws to replace philips head.

A few weeks ago, I just rolled my valve cover off and it really helped me get in there. I also made a 'custom' wrench for tightening the fuel line to the
shut off. Unfortunately, the new shut off valve leaks worse than the old one. I'm so tired of unreliable parts.
 
You might find it useful to acquire a "tubing wrench" to turn the nut on the fuel line. It is like a box
end wrench with a cut-out to allow it to slip over the tubing, and you can make shorter strokes as
you tighten. I have a set of these (Craftsman) in my tool chest. Saves a lot of frustration.
