4600 cav injection put

I replaced the shaft o rings on the top cover. I did not remove the spring on the throttle shaft. Now I can’t get the tractor to start. I even tried pulling it as this seems to have worked when I once ran it out of Diesel. If I missed lining up the shut off shaft tag would this cause it not to run ? Any suggestions welcome.
 

yes.. missing the notch in the cutoff tang is my guess.

Also see where the top throttle shaft is not pushed.... for enough down.... to engage to two halves is another problem I have seen where the top covers are rebuilt.

A very simple method for checking if you have the shut off aligned right. With the shut off and throttle linkage removed, push
the shut off in the run position, Then move the throttle to the full speed position. Let go of the throttle slowly and it will
move towards the idle position on its own. The internal spring will move it, but not all the way. Now move the shut off to the
off position. You should see the throttle move just a pinch more towards the idle position. Try it a couple of times, you will
see what I am talking about. If you dont see the throttle move, loosen the cover just enough to realign the shut off tang. Al
