How do i check the relieve valve spring tension ?

The manual says:
Relief Valve Spring Tension - 1.07in. (27.2mm) under 10.7-11.9lb
(4.85-5.4kg) load

How do the roaters and wear surfaces look to you guys ?

Is regular oil good, or is engine assembly lubricant better ?
 

You would need something like a valve spring tester that measures the spring tension at that springs recommended height, in your case you would set the spring height at 1.070 and it should have between 10.7 and 11.9 lbs of pressure against the spring.
That said I've never had a issue with oil pressure on a Ford 3 cylinder engine, used or fresh build most always had 70-75 psi cold oil pressure.

You can use a little assembly lube if you want but the oil pumps on these engines set at the bottom of the pan and are submerged in oil so a little engine oil to pre lube the parts is fine.

Can't say about the metric bolts as I've ran into that myself on a later model engine, I assumed it had been replaced.
 
Pump looks fine, I'm sure the spring is fine also. If you're adamant about checking the spring, go to any automotive machine
shop and they can test it for you in their spring tester.

Do not assemble the pump dry, coat all the parts in engine oil before assembly and it will take right off.
