Ford 3000 ignition troubles, volts to points but nothing out

Ford 3000 gas burner; running when I parked it. Today tried to start it with no success. Have volts to the points, but no volts coming out. Gaped, filed, and ran paper, thru the point contacts. What am I missing?

What do you mean by "no volts coming out"?
Should have battery voltage to the point when open.
None when they are closed. Are they opening and closing?
Both mechanically and electrically?
Filing new points will likely destroy them.
We used to file the old points, but they were better quality.

Do you see a visible spark at the points when they open or close?
 

Are you sure the points are opening. I had the same problem last year with my 3600. Parked it and next time not spark. The plate the points mount to has a bronze bushing . Mine was worn so much that when the points would rotate onto the lobe of the distributor shaft the points would not open.
 
Go to coil and check voltages- one small terminal will have constant 12v from switch, the other small terminal that goes to the distributor will toggle between 12v & 0v. 12v when points open, 0V when points are closed. Some test lights will flash on & off when cranking on the distributor side, indicating points are good. You can do do this with cap off and when points are open 12v, rotate engine til points are closed 0V.
