Doubtful. Probably a manufacturers code/part number. Why guess? Measure with mic or take to reliable shop to get verified. If you are going to do a rebuild, you want to get the block tore down and inspected/sized BEFORE you go out and out any parts.

My guess is that it does mean .030" over. Take a calipers or inside mic and measure the top of the bore, above the ring ridge and free of carbon, to confirm.
