960 Carb Problem

Ford 960. Been a pretty reliable tractor the 3 years I've had it. Parked it a couple of weeks ago. Throttled down before shutting it off as I always do. Was going to move a piece of equipment yesterday evening and it roared to life full out throttle. Really roaring. I moved the throttle back and forth and nothing changed. Shut it down fast as I didn't want to ruin anything. Grabbed the old 8n and got my hay wagon moved, and by then it was dark, so I didn't mess with the 960 to figure out what was going on. Today I had a neighbor stop by who's pretty handy with old tractors with. Used to work as a mechanic at a NH dealer. He was dropping off a part for my haybine, and didn't have time to tear into anything, but he had me start it, and he was moving the linkage by hand and it didn't make any difference. He thought it was something internal in the carb. Said there's a "butterfly" in there that's held by 2 brass screws and he's seen where the screws break off. Before I pull the carb and open it up, does that sound like a good explanation for what's happening? I've had the carburetor off my 8n numerous times, but haven't had to do anything with the 960. Other than size, is there anything significantly different?
 


Before condemning your butterfly and opening up the carb, verify that the throttle shaft on the outside of the carburetor is moving as it should. I would be checking the tension on the bell crank under the battery as well as the return spring that is supposed to be attached to the underside of the battery box.
 
No need to open the carb to check the butterfly.
All that needs to be done is take off the fuel line, maybe pop the
linkages off, then the two nuts that hold it to the manifold and
look in the top. You'll be able to see if the screws are there and if
it closes. If not, still no need to open it to fix the butterfly.
I would check to make sure the linkage connector on the end of
the butterfly rod is not loose and letting the butterfly open in spite
of what the governor is commanding it to do.

Similar to an 8N carb, but the butterfly valves are not interchangeable.
