Governor issues. 9N

We recently bought a 9n from an estate sale for a good price and it seemed to be in descent shape. I put new plugs, converted to 12v rewired everytogn, pulled top lid and cleaned all the gunk out of the hydraulics and it ran ok but seemed to run rich. Yesterday I went to move some large square bales with the 3 point hitch spear and hydraulics were working great. Then after about 10 the hydraulics went up and stayed up and wouldnt go down. I pulled off the dipstick cover and found that the little bar connected to the valve was off so I put it back on and it worked up and down but now it will only stay up when it idles high then it will drift down. So in neutral I rev it it will pick it up but when the clutch is depressed it drops before I can put it in gear and move.... Any ideas?

Secondly I noticed there was alot of play in the govenor side to side on the shafts that are mounted on the gov housing. I ordered a complete new gov and installed it exactly the same way I took it off(I think ) but now if I move the throttle up even 2 notches it revs up really fast and I have to slam it up to stop revving.... I've been trying to truble shoot for the last 5 hours with no luck and my hay is sitting out with a chance of rain tonight.

Quinnford; the forum just below this one is for the N series tractors. Lot's of knowledgeable folks hang out there. But it sounds like the upper cylinder is leaking. With the inspection cover off, do you see oil leaking down from above?
