NAA Brake Plate dust Shield

A new dust shield has been pressed into the brake backer plate. It stands proud about 1/8 inch, so the brake drum wont slide over it. If I pound the drum on, it might knock the shield out of place. Should that felt dust shield be lubricated or trimmed down? Thanks for the help.

I usually have to, get a really sharp knife and go after it

I have split them in haft and glue it on.
