Everything including the pto was working. One day the tractor would not start. Had a couple mechanics
look at it and could not get it started. Local shop came and picked it up, dragged it around their lot trying
to jump it with no success. Returned it to me and told me they could not find the problem. As a last
resort I took the head off and found a bad head gasket, a 1/16th break between 2 and 3 cylinder. I
replaced and the tractor started right up. Hooked up the brush cuter to go mow the fields and the pto I
does not work. When I engage it there is no noise and of course it does not turn.
I disconnected everything and with the tractor off I can not spin the shaft. I put a bar in the hole through
the shift and with a great deal of force I can just move the shaft.
Where do I start to trouble shoot this.i have both operating and shop mannual and the fluids are full and
correct.
 
I am venturing a guess that you have the independent (hydraulic clutch pack), not a two stage clutch. I'm guessing it is similar to the 5000. The 5000 had a line that ran from the hydraulic pump to the clutch pack control valve that would snap off. We would lift the top cover and check the line, if broken, we would replace it with copper tube and compression fittings, making sure to put a full circle loop in the tube, for vibration and hydraulic hammer. They will sometimes also crack the aluminum piston in the clutch pack. If you look up the 4000 transmission section in Messicks, there is a diagram of the system.
 

I don't know a lot about Ford tractors built between 1964 and 1994 . . . but if this tractor has a PTO brake, it's not releasing. That would mean for some reason it's getting no hydraulic pressure to the PTO brake assembly or the or the assembly itself has a pretty good leak in it.
 
Sounds like your pto brake is working as it should. There is a good write-up in the repair manual about pulling the lift cover and putting a guage on the line from the pump to the pto valve and checking the pressure.
That is where I would go next.
While I had the lift cover off I would renew the seal in the lift piston and inspect the cam follower pin for wear. They are not related to your pto issue but the parts are cheap and it's probably time to do it.
You can buy the kit with the necessary
o-rings, piston seal and top cover gasket from this site. Put the top cover gasket in dry, ie, no dope, silicone or pucky on it.
