Dragging sound emitted from rear wheels on Ford Jubilee

So I've recently fixed up my dad's old Ford jubilee and have run into one issue. There is a dragging/scraping sound that is always present whilst the tractor is moving, especially in fourth gear. It appears to emit from the rear axle specifically and I'm not sure if it's the brakes or just the axle that is the problem. Could it possibly be a simple matter of lubrication or is it a more sinister issue?
 
I have a 2000, a later model Ford 600 series essentially. I live in a moderate humidity area and don't use the tractor very often. I have brake squeaks
every time I use the tractor, with the old shoes/drums and new shoes/drums. The shoes are barely dragging on the drum...what I like for the level of
braking I want. The cast iron shoe rusts and upon initial rolling creates a squeaking sound. As I move the tractor from where it was to where I want it, I just
apply moderate pressure to the pedal off and on till it stops. Once stopped, no more noise for the rest of the current usage.
 
Jack up each rear wheel and check for any looseness around the hub. Then rotate that wheel to listen for your noise. If you think it's a brake dragging, you could back off the adjustment star wheel and see if it clears up. If that large axle nut isn't kept tight (450 ft/lbs, yes 450), the splines on the axle and hub will wear and the hub will get loose.
