6610 Brakes

The brakes on my 6610 will barely stop the tractor and are noisy, fluid is not very old. The tractor only has 3000 hours on it, but has been a loader tractor all its life. Are the brakes fairly easy to change? Both sides are acting the same.

From what I thought, you have to pull off the axle to change the brake. I know on one of our tractor, it might need the axles taken off to do the brakes. I guessing that the linkage it maxed out?
 
I have been into these tractors that had 12,000 hours on them and the brakes were still good. Every time I have been confronted with brakes growling on a wet brake Ford,we have changed the oil and adjusted the brakes and the problem has been solved. People have a tendency to put the cheapest oil they can find in them and it doesnt work well with wet brakes.Water in the oil will cause the same problem.
