1954 Ford 640 Clutch Problem

I need some advice. I believe I have either a clutch or throw-out bearing problem on my tractor. I can engage the PTO, let the clutch out to get the bushhog spinning, then push the clutch back down but can't engage the transmission. The gears just grind and won't go into any gear. If I don't engage the PTO, I can put the tractor in any gear with no problem. I believe this unit has a 2 stage clutch. I would have to break the tractor in half to get to inspect everything but have never done so. What are my options? Thanks in advance.

Your tractor is fine. Once you get the rotary mower in gear, it keeps spinning the transmission gears until it stops turning. You have to put the transmission in gear at the same time as the cutter.

You do not have a 2 stage clutch in 640. That's only found in a 5 speed transmission on pre-'65 Ford tractors, and then only in the *60, *61 an *000 tractors.
 

I should add, you can put an over-running clutch between your tractor PTO and the cutter shaft. That'll eliminate some of this. You should have one there anyway. If not and you want to stop forward propulsion immediately, you won't be able to do it.
 
The problem is you have a non-synchronized transmission; it has nothing to do with whether or not you have live PTO. (You don't.) As long as the transmission input shaft is spinning, the gears will clash when you try to engage them. Even if you disconnect the PTO, there's enough friction in the clutch to keep the input shaft spinning.

With that in mind, it should be fairly obvious what to do: Before engaging the PTO, first put the transmission into the desired gear. If you need to shift gears while mowing, always come to a full stop before shifting; that will stop the input shaft and PTO from spinning.

There are tricks you can use to shift a non-synchro transmission on the fly; you can double-clutch or shift without using the clutch at all. These techniques allow you to control the transmission input shaft speed using the engine. It's simpler on your tractor just to come to a complete stop, as you really need a third arm to double-clutch anything with a hand throttle.
