801 power steering help

Ok so last summer my power steering started leaking out the top of the column. Put new seals in the column over the winter everything seemed ok.

I posted about a month ago when we went to start the tractor this spring. It was like it had 50% power steering. So today I had a chance to look at it. I disconnected the cylinders from the tie rods.

Driver side cylinder works exactly like it should. Turn wheel cylinder moves in proper direction. Stop turning cylinder stops.

Passenger side cylinder seems to constantly want to extend unless you turn the wheel to retract. It moves in the correct direction when you turn, but when you stop moving it will start to extend back out.

So my thinking here is something is up inside the control valve? Possibly debris is letting that valve hang open a bit?
