Ford 850 not responding to throttle

Hi, I bought a Ford 850 at an estate sale, it ran great. Got it home and it sat unused for awhile. Had trouble starting, had carb rebuilt, new plugs, wires, cap rotor, points, condenser and intake/exhaust manifold.
It starts right up, but does not respond to the throttle. Could it be a distributor problem? Everything else has been changed or rebuilt. Any help would be greatly appreciated. thanks.
 
Stored inside or outside?

Assuming that you have a functioning carburettor, throttle assembly and governor, see that you have unrestricted airflow in and out of the engine. Mice can build
a nest in your air cleaner intake AND in your muffler that can severely hamper performance.
 

First check your control rods. there is one from the bottom end of the throttle lever that runs forward to the governor arm at the front of the motor, and a second that runs back from the governor arm to the throttle butterfly.
 
Hi, yes we did check that. I should also say that after running for only 10 min or so the plugs have a lot of carbon on them. We pulled the distributor this morning and (to our small brains) looked ok.
