78 ford 550 transmission help

Hopefully this isn't too long. My 78 f550 tractor has had problems for a couple of years. I just ended up with it during the divorce and since then I can not get it to move. I ran it all last summer and up until November everything worked fine, except for the tranny starting to slip when it got hot. I couldn't get it to move from December until February. I drained the transmission and pulled 3-4 gallons of water out of it (it holds 6 gallons total), this was after heating the transmission case. I have now drained it three times since December. The last time I only got maybe a 1/2 quart of water from it. The first two times I drained it I put the tractor fluid back into it like we had been using. The last time I put dex/merc into it hoping the additives would help it out (this is what my dad used to have in it, when he sold it to me). It will move when it wants to, but it has to be fully throttled and I have to go into forward and reverse a few times, while moving the steering wheel. I really need to fix my road as it has fallen apart after this last winter. Does anyone have suggestions on what would cause it to work only in full throttle and only when it wants to?
