Ford 7000 power steering leak

My power steering was leaking from a seal for the power steering rocker arm cover. I replaced it and now see it starting to leak again with only a dozen hours of use. The system was also putting out some fluid from the reservoir cap. I replaced the filter because a long time ago when I first got the tractor it had that problem.

I am guessing the system has excess pressure, maybe because the fluid return has some blockage? I am not sure how to diagnose. What is the best way to make sure the lines from the pump to the column are good? These are flexible lines so I think they have been replaced sometime, but not by me.

I have put in a seal kit on the steering column in the past when I had problems with the upper seal.

Could it be a pump problem? It looks like it may be leaking a little and probably needs a seal kit but I don't think that would cause excess pressure?

I know where it is leaking, it is from the seal under the cover of the rocker shaft arm on the right side of the steering column near the bottom. My point was that is was leaking fairly quickly and now after just a dozen hours of use it is starting to leak again. It is also leaking out the reservoir cap. This makes me think the system has excess pressure, perhaps from a blockage in the return side. The return line looks fine from the outside, is there a way to tell if it is bad anyway? Or if there is some blockage somewhere else, any ideas where it would be likely?

I have worked on the steering system many times since I have had the tractor for about 12 years. I have replaced just about every seal except for the ones on the actual pump.

Do you have the sheet metal off so that you can pin point where it is leaking?
