1963 Ford 671 Select O Speed. My PTO remains live as long as the tractor is running, which makes it impossible to change
implements without shutting the tractor completely off. It obviously isn't fully engaged and the auger, rototiller, brushhog, etc.
will stop by just resting it on the ground, but a safety concern and a pain when bouncing around to different tasks on the farm.
Any ideas on a fix?
 

Put a cap over it when not attached to an implement. As has been said, this is pretty much normal for an early SOS tractor.

I think only the 5000 model may have had a PTO brake.
 
The S-O-S tractors did not have live PTO. They had independent PTO or not PTO at all. The independent PTO is controlled by a hydraulic clutch pack inside the transmission and there is no brake for the PTO, so some slight movement even when the handle is pushed in is normal, but as others have said. it's best to shut it off when disconnecting or connecting the PTO from/to an implement. It's also best (safest) to shut the tractor off whenever you leave the seat in case the transmission might slip out of Park into Reverse, which has been known to happen.

Yes, the S-O-S 5000 had the same independent PTO setup as the non-S-O-S 5000 models, which was the same as the 3 cylinder non-S-O-S 4000's, and those all had a PTO brake.
