ford 861 lost power steering

background- I retrofitted power steering off an 861/4000 model on my 1955 860 years ago. all parts used were OEM ford. worked without issue.

last summer/fall- the tractor started weeping some fluid out the top of the steering column. did some searching, figured out how to rebuild the control valve in the column. also rebuild the right side cylinder due to a slow weep.

bled the system it worked great. this was right around the first of the year. tractor sat in the garage all winter, but after sitting roughly 2 months, went to move it and had no power steering. I shouldnt say it has NO power, just seems like reduced power. its not completely manual, I can tell I have some help turning the wheel, but its not "1 finger" like it was.

so my guess is the pump blew a seal? does that seem like a logical guess? I know everything is hooked up correctly from the rebuild because it did work perfect when we drove it and parked it for a few months.
 

Above or below freezing when you went to use it? If you have some water in the p/s system, it tends to block flow in the filter, and you get all sorts of weird effects. Hydraulic fluid look milky?
 
It likely was below freezing when we went to use it a few months ago,
however it?s not now and still isn?t working
