3 point issues

I have a 1968 ford 4000. I had a new hydraulic pump, pickup tube and filter replaced after I bought it. The issue with the the point hitch is, it will not maintain the same height. Sometimes is drifts down, something g it goes all the way up without moving the handle. When it goes all the way up, it shudders. It seems to change heights mostly when the rpms change on the tractor. Is it the valve? I have no idea what needs changed now.
 

While you had the lift top off changing the filter did you check the linkage adjustments for the control valve, would have also been a good time to replace the lift pistons o-ring seal.
 
I took it to a shop. They split the tractor to replace pto brake and seal.
I?m guessing they didn?t look at any linkages. Would that cause the 3
point to go all the way up on its own?

Did they have the lift top off while they had the tractor split?
Accessing the return filter without removing the lift top would be difficult but doable, the pickup tube/suction screen they would have cleaned and reinstalled since new ones have not been available for nearly 20 years.
A sticking or out of adjustment control valve will make the lift do weird stuff or not work at all, a leaking lift piston seal will cause the lift to bob up and down plus will allow the lift to leak down after the engine is shut off.

As a thought there's a small lever under the right side of the seat that switches the lift from draft control for plowing to position control normally used for all other apps, make sure that lever is pointing up, other wise the lift will raise all the way up or drop all of the way down, you won't be able to control it in the middle.
