7700 PTO keeps spinning

So we have a Ford 7700 and the PTO is constantly spinning unless you have a pretty good load on it like the baler. What do I need to look into? From my research it looks like possibly a broken brake band or weak hydraulics. With the tractor off you can spin it with some mild effort, another note when hitting higher rpms it doesnt help to slow the pto. Would this be something that could be easily fixed or do I take it to a shop and spend some $$$
 
Either brake band or band adjusting screw broken. It will turn with pto off, uses hyd to apply. If has Load Monitor will have to be split if not pull lift cover to repair.
 
Most likely a broken brake band. You could confirm with a borescope through the rear upper PTO cover access hole if you wanted to. If so, you're looking at a rear split because all 7700s have Load Monitor. Yes, you'll spend some $$$, most of it labor.
 
Can I also suggest if having the brake band replaced good idea to look at the PTO drive hub in the flywheel and the PTO shaft as well as the splines wear.This happens especially with a high hour tractor that has run a square baler. Did this years ago with our 7700. More work more money but worth doing if you are into it this far.
