You said that you had the suction pipe out to make sure it was clean. Did you align it when you bolted it back in place? Ford had a special
tool to check the alignment with.

Try overfilling the rear axle by about 5-10 gallons and see if it starts working normally. If it does, the suction pipe is not seated in the
back of the transmission properly. This is about the only possibility left after everything that you've replaced.
 
How much did you overfill it by? It might take a good 5+ gallons to completely cover that connection to the back of the transmission.

Also, as I asked in my last post, did you align that tube when you bolted it back up, or did you not think about alignment at all? If you
didn't, I can say with almost 100% certainty that this is your problem.

Good Morning Bern.

I put 5 Gallons in. Also, i marked the tube on the mounting bracket before taking it off. That being said, i marked it in the same position that the last guy had it (Trans was replaced before i bout it) I will try dumping another 5 gallons in it. Thank you very much Bern.

Can i get a look at that connection if i remove the High pressure pump and cover? Not sure if i'd be able to reach around to get at that mounting bracket bolt.
Also, would that explain the lack of oil to the cooler (lack of volume)? I swap out the new Hyd control valve with the old one and get the same result, no or very little oil to the cooler.

I have about 9 gallons over in the tractor at this time.
