Ford 3500 Loader lift cylinder problem

I have a 3500 with a 19-526 loader, also has a KD forklift on the back.
Both forklift and loader are run by the same front-mounted pump.
My problem is that the loader lift cylinders will only barely, sort of, lift.
The hydraulics 'stutter' , like they are bypassing?, and load down the engine.
The lift cylinders will function fine going down, and can lift the front of the tractor with ease. The bucket cylinders work fine in both directions.
The forklift functions fine.
I removed the spool from the valve body for the lift cylinders, there was no foreign material, and nothing broken. I have replaced all four hoses for the lift cylinders, and verified they are not crossed up(problem began before replacing the hoses). The steel lines that connect the valve body to the hoses don't have any damage.
I am down to the cylinders at this point, but cannot think of how a cylinder would be the problem.
Any suggestions as to another area to investigate or similar experience is appreciated.
 
It used to work well, but tractor sits for months sometimes, so I don't recall the exact progression, but seems it was misbehaving somewhat the last time we used it.
