I've got a 1959 801 powermaster can
someone please tell me what the wire is
that runs on the cav pump I think its
called that.Its a 172 cu diesel engine

It's called safety wire. As RoadsideGeo said, it is to keep the bolts from turning. You see it a lot in aviation applications, but in airplanes it is usually a single heavier wire rather than a braided cable. Sometimes on tractors you will see a washer with a flat tab sticking out that is bent up so that it is against one of the 6 flat sides of a bolt head or nut that serves the same purpose.
 
The original wire was probably lead seal wire used to tell if pump adjustments have been tampered with. You could have left them off and be fine. The seal wires have been replaced with sealing paint now, since lead is no longer used..
