Ford 7600 Hard Starting

I have a 7600 that I recently acquired that has several issues I am trying to work out.
One is that is VERY hard starting. It will NOT start without a shot of ether until it is at running temp.
We pulled off the injector pump and cleaned it out. Didn't look like the oil had ever ben changed in it, cleaned out the lift pump and made sure that al the ports were pumping fuel with the lines off.
Any thoughts where to go next?

Run a very good injector cleaner through it to clean up the micro ports in the injectors can help atomize the fuel better and in some cases you will see cranking time reduced.... I use bg 244k.
Cleaning and checking all battery connections and cables to insure faster cranking speeds can help. Make sure battery is load tested, and able to put out the higher cranking amps can cut cranking time. Making sure air cleaner is not restricted can help cranking time. Using the cold start button correctly on the injector pump will help cut cranking time. Adding a "thermostart" to add hot air to the intake, and then correctly using it, will help. Making sure the engine is using an rated hd diesel oil and changed on schedule, can help by cleaning up stuck piston rings.
 
When you say that you "cleaned out the injector pump", do you mean to say that you had it completely disassembled? If we assume for a moment
that the injection pump is the reason for the hard starting (and it could be), you'll never fix it by simply cleaning it out. Nor will you
likely be able to tell that it's worn simply by a visual inspection of the plungers and barrels.

Assessing whether or not the injection pump is the reason for your problem is best done by ruling everything else out first: compression,
fuel filters, screen in the tank, lift pump, etc. If everything else checks out, then the pump should go to a pump shop and be put on a test
bench.
 
The last 7000 pump I had apart needed new pump elements, and as usual the governor weight set. If yours are worn they need replaced. As Bern said, NO amount of cleaning will save WORN internal parts..
