Ford 5000 CAV fuel pump

Ford 5000 CAV pump.
Drained Fuel, replaced tank filter, new fuel filter, lubed meter valve and replaced internal filter, cleaned pump real good, cleaned injector lines.
I m still not getting fuel to injectors after bleeding everything. What am I missing?

Some background may help. Is this a tractor you have had, was running and quit? Or one you got not running and are trying to get it going? What brand and part number fuel filter did you install? Did you remove, disassemble, and reassemble the injection pump to clean it?
 
It?s mine. Tractor has not been run in two years. I pulled top off pump
and freed meter and shutoff. I pulled rear plate off too.
 
If it's not run in two years I'll bet the rotor plungers are stuck with stale fuel too. Just repaired a Perkins CAV DPA pump last week for the same issue..

Going that deep I think I pick up a rebuild kit.
