Diesel pump or governor issue

Raining today so I ask this. I have a 1966 2000 3 cylinder diesel with a little over 2000 hours on it. When the tractor warms, up the rpm's will surge about a hundred rpm for about two seconds and then settle back to original. Under load or at rest. Surge up, two seconds +-, down to original throttle setting. It does not do this regularly but intermittently.
At first I thought maybe the pump but it makes more sense to me the governor has a problem. Gov works good other than the rpm surge up and then down.
Any thoughts on this?
 

They will act like that when running out of fuel. Having a fuel restriction will make them act like they are running out.
 
Ahh. The two fuel filters look like they've been there since the dawn of man. I'll install new filters this week and let you know if that did the trick. Thanks.
 
The governor is inside the injection pump on that model, so if it is a governor problem it is a problem with the pump. But I agree with showcrop that the most likely suspect is a fuel delivery issue.
 
Thanks again. I ordered fuel filters (dual filter housing) and will be sure to have strong flow all the way to the pump when I service it.
