Ford 4500 with shuttle - won't move

Ford 4500 tractor, yellow industrial style with the shuttle transmission, that will not move. Starts runs good, just will not move ahead or back. Fluid is really milky I am told.
Is there a filter or screen, or anything else that could cause this? I know could be serious transmission issue, but looking for any simple things to start with. I don't have a manual.

Or even a linkage that could fail?

If you are familiar with this system, please advise me on options. Obviously, fluid needs to be changed, but what would be simplest things to try?...

Has the tractor been exposed to freezing temperatures since it last ran? Water in the oil is heavier, will sink to the bottom of the transmission and can freeze and block the suction screen for the oil pump. If so, warm the transmission area thoroughly and try again.
 
Was it working fine one day and not the next? If so, I'd say broken torque converter flex plate. Confirm
with a pressure test. No pressure means the pump is not turning.
 

It was working fine.
Sat for about a month, outside.
Now will not move.

Sounds like if it's not suction screen plugged, that could be it.

If it's like my Ford with the forward reverse shuttle shift, the oil flow is controlled by electric solenoid valves that get a voltage command from the little computer under the dash that gets it command from the steering column stalk lever. The steering column stalk is a simple 12 volts this way or that way device just like a manual turn signal kit has.
